The Cintamani is said to exist in the heavens and the naga realms, with the great Naga King often depicted holding this precious gem in his folded hands. As one of the seven treasures of the Chakravartin ("Lord of the Universe"), this gem is believed to fulfill all altruistic wishes of its possessor. The Buddha and his teachings are essentially manifestations of the Cintamani.
